Easy way to make the bagmen more legit

I might be missing something with this law, but what’s to stop a booster who owns a bunch of franchise car dealerships from massively overpaying a few players to show up in his local commercials?

Or a bunch of boosters to get together and promise a 5-star recruit that hundreds of his jerseys will magically get purchased (of which the player gets a cut) once he shows up on campus?
