This is crazy. At the time of the collision he's like 60% in the lane...

...and his foot is literally over top of the bag. There is no common sense reading of the rule or typical application of the rule in which this is interference. At the point where the potential interference is happening he's running directly up the baseline straight for the bag.

It's a blown call.
