Wouldn't the NCAA have to change the rules? I thought the rule is that to

have a conference championship game, you either have to have divisions or play round robin (VT would have to play every school in the conference, every year). The second is not possible with a 14 team conference. This would require at least a 13 game regular season (with no out of conference games).
