13 regular season games is already possible, but 1 of the teams

has to be located in either Hawai'i or Puerto Rico (not sure about AK or Canada). I believe the way the bylaw reads is that 1 game has to be played in Hawai'i or Puerto Rico, so the ACC might get to play 13 conference games if all the ACC teams agreed to play 1 game in Puerto Rico. It would eliminate the ACC-SEC games and the game against Notre Dame though.
