Any fish tank experts here? We have a 30 gallon tank for tropical fish

and we just can't solve a cloudy water / algae issue.

We got a similar problem after having the tank for about 2 months, but changing 1/3rd of the water a few times along with some chemical treatments solved it, though it may have contributed to killing a few of the guppies.

Then awhile later the same issue came back, and NOTHING helped, until we finally decided to move the fish to another smaller tank we had for a few hours while we replaced ALL the water in the 30 gallon tank. I also washed all the fake plants, the decorations and the gravel in Powdered Brewery Wash. Multiple washes and rinses for the gravel.

It was crystal clear for maybe 2 weeks, but now it's gone cloudy / tending towards greenish again. Chemical treatment hasn't beaten it. We even upgraded to a better rated filter. The old filter was only a charcoal filter, while the new has sponge, charcoal and "bio max" to allow helpful bacteria to grow.

But it's not working.

Suggestions?
