I've never felt this type of sunburn before; it's under the skin

I wear a swim shirt as well, FWIW. So the damage was limited to top of knee and about 4 inches above that. While the skin surface was hot as it turned red (normal sunburn), the actual pain was underneath and hit hard when I stood up and when I stood still (walking was a little better, slowly). Whatever that was, and it still hurts a little today, almost two weeks later, sucked.
