Is it normal for an auto shop to charge for diagnostics?


My Odyssey hasn't needed a ton of work over the years but I've had it in the shop various times and can't remember anyone ever charging me to figure out what the problem was. New shop is doing that and says they won't roll the cost into the cost of the repairs. Seems a bit odd to me but what do I know.
