It is because he was a relative unknown.
OK he won Junior Worlds, but a lot of guys have that have done just OK in collegiate. Nice achievement but then he lost a couple close ones early in the season. After that he rolled, but against his competition (not the Big Ten heavies) it was hard to determine how good he really was and being a freshman there was not historical data to build his cred.
I though he was maybe two seeds too low. I though #5/#6 was about right.
He won't fly under the radar next year. After that dominating performance he will open #1 ranked wrestler.
