The soil needs to rest


But that's not feasible for me since I have a limited garden space.

Couple of things to do:
Remove all old plant debris before planting
Heavily mulch around new plants
Pinch off the first few lower layers of the tomato plant as the plant grows. The idea is that you need to get the leaves away from the soil splash zone. When it rains, soil which contains spores and viral components may splash up onto the under-sides of the lower leaves, thereby infecting the plant.
