Raccoons and/or skunks another possibilty.


If the digging is done at night it is most likely raccoons and/or skunks. They dig like that for grubs and other larval insects. If a large area of multiple holes more likely raccoons, skunks usual dig individual holes but might dig multiple over time.
If the diging is done during the day might squirrels.
