They are just following the NFL model

Move to a new city and get the new city to pay for it.

But in this case lag is also on point in that they could have gone cheaper anywhere. They picked two of the most expensive areas because of access to customers and the government. The “talent” excuse is just a cover because people would have followed them anywhere.
