so I'm wondering what their real business is here, is this package delivery or selling cloud services to the government? If the latter, you just gave them tax incentives to sell you stuff and compete against the high tech industry here. (in DC area, probably something similar in NY)

I'm also thinking that a few of those jobs are going to be lobbyists. If it was just a back office job, you could put it in Oklahoma City. (unless you meant providing back-office support to gov and NYC businesses.)
