From the article, it appears that the channels that are streaming only will be available on the LTE bandwidth and that the satellite channels will be satellite only.

Most of the streaming channels are talk based which don't need as much bandwidth to broadcast over the LTE networks, so Sirius won't put all of the satellite channels on LTE.

So, much like satellite, if you aren't in the LTE coverage, you lose the streaming channels.
