I am not sure I agree with you that more neutral fans

would rather watch a regular season game between Oklahoma-Iowa State than Texas-UCF. Most neutral fans know that schools like Iowa State, Kansas, Indiana, Duke, Wake, Wazzou, Oregon State, Kentucky, and Vandy are historically horrible in football. So it isn't unreasonable for them to conclude that games against a perennial bad team will likely end in a blowout loss for that bad team. So I could see enough fans opt for the Texas-UCF regular season game (even if they have never heard of UCF) because they conclude that game has a better chance of being the more competitive game.
