If it had been an incomplete then the game clock stops, and only the play clock run, and the game clock remains at 11 secs. The game clock was stopped for somewhere around ten seconds, and then the refs started it, then stopped it at 4 seconds after the ball was spiked. Redskins then took a timeout after the review
