You can't judge his actions by the damage you saw. Rather...
...you have to look at the potential outcomes. She could have hit him in the eye, or someone else could have joined her in the assault. It undoubtedly would have escalated.
By the way - a defense attorney would have been chomping at the bit had the cop wrestled with her to handcuff her. Cops are now more prone to use devices like pepper spray and stun guns on women and it's entirely the fault of defense attorneys.
