Maybe in France (it is a french colony). But here since grade school it seemed everyone pronounced it Ni-jeer, even on TV till recently. If I'm wrong I guess I'll have to eat my Target card.
Just checked Wikipedia:
"The name of the country of Niger is locally pronounced closer to nee-ZHER, rather than NAI-jer as we would say in English. This is entirely because it was a French colony: the name of the Niger River, after which both Niger and Nigeria are named, is pronounced both ways, depending on which country you are in."
