looks like the new rule in freestyle - where backing up and not engaging is an immediate caution and 2 points - keeps the action going at the end. I think the defending wrestler avoiding the step out also helps. The NCAA made a move in the right direction with the stalling calls when backing out of bounds, but I think they just need to have the same step out rule as freestyle.
