Since football and men's basketball are considered to be the 2 revenue

sports, those type of fans tend to want schools to be "all in" for those 2 sports. Right now Notre Dame has 1 foot in and 1 foot out. The reason they give a pass on the non-revenue sports is because they believe most people don't really care about the non-revenue. They may watch them on TV (if nothing else good is on TV), but it is unlikely you see too many people (if any) organize a watch party like you typically see in football and sometimes basketball.

Don't get me wrong I consider Notre Dame to be a partial member. However, I can understand why someone might think Notre Dame isn't really a member of the ACC.
