Can someone explain why VDOT is taking 4 years to complete this project.

I understand VT vehicular traffic had to be maintained. But I just saw a new diverging diamond interchange and bridge get built in 9 months 9at the same location.

2 traffic circles are being built. Again, this happens all the time is less time.

Bridge (over 460) have been in place more than a year, but beams spanning them have not been placed.

Would like to hear a traffic CE offer perspective.
