Last month's solar electricity bill was $0

The statement said my system produced zero kwh so my bill was zero.

My highly advanced logical mind reasoned that, since the sun's rays hit the solar panels regardless of weather, it's not possible for a functioning solar panel array to produce zero energy.

Soooo I emailed their customer service and say, hey, doesn't it raise a red flag in your system when my panels stop producing electricity? Apparently the answer is NO because they decided to send a technician to inspect the system only after I brought it to their attention.

Sure enough, he found a relay or something had burned out so he replaced it.

So the system that they paid to install on my roof has not been producing energy for close to 2 months now, and they never would have lifted a finger to investigate had I not pointed it out. I can only assume they get paid so much by BGE to install new systems that collecting monthly energy fees isn't a high priority.
