According to CBS news this morning the are two sets of envelopes

PWC brings two people each with a full set of all envelopes locked in a brief case. One set for each side of the stage, the PWC rep suppose to hand the envelope to the presenters for each category just before they go on stage. The presenters for best picture entered from the other side of the stage than the best actress presenter had earlier. So from that side of the stage they still had the 2nd envelope for best actress envelope which was Emma Stone for La La Land. The PWC guy gave Warren Beatty the 2nd best actress envelope instead of the best picture envelope.
