I think the college P-5 landscape is somewhat stable until that year in the future is approached. However I would bet better than even money that big changes will then take place by that year.
The GOR and the all important TV contracts the Big 12 has with ESPN & FOX also expire and must be renewed at that time. Those two networks will surely demand a new GOR agreement by all Big 12 members as a renewal stipulation. Something Texas & Oklahoma just will never do.
Money is going to be the key culprit as it has always been in all expansion over the last nearly 30 years. The ever broadening monetary disparity created by conference TV networks. The Big 12 also did not make that 4 team Playoff again this year. A big financial loss there. Just let those keep adding up over the next few years?? Longhorns & Okies will be exiting like pants are on fire.
I think Oklahoma is a good bet for the SEC. A natural rival for most of the SEC West. I don't know where Texas will wind up. I don't ever see them in the SEC. Texas could take Oklahoma to the B1G?
If that happens it becomes another game of the big boys (SEC & B1G) just not allowing one to out do the other. The SEC would have to look east to the ACC for members #15 & #16. The SEC can take FSU and that will shake loose anyone else in the ACC they want but perhaps the North Carolina schools and maybe Virginia. I think the SEC would take VT over Clemson due to South Carolina.
Who knows? Oklahoma & Texas may both come into the SEC. The B1G will then take Kansas and maybe take a stab at getting Missouri. Failing at Missouri, they might take someone else at the edge of their western footprint and that would be the end of the B1G 12 and the end of P5 expansion in the middle 20's.
