Depends entirely on the jurisdiction
I just had a 83 in a 70 in Smyth county - reckless. I paid 250 to a lawyer + court fees ($89). I was told by the lawyers assistant that if I did not have more than 2 moving violations in the past 5 years, take a driver improvement class and send in my driving record BEFORE my court date and it would be dismissed. Not lowered, dismissed. Further, she explained that this was standard practice in Smyth county.
