What if Texas doesn't want travel partners? What if it wants

a monopoly on the state? Then the ACC may not be the endgame for Texas. The Big Ten could be the endgame for Texas. Also, you are assuming that the bylaws could be changed so that the ACC could have 4 divisions in football. It is possible that the other 3 power conferences may want to keep the bylaws as they are now and effectively cap the membership at 16.
