Yep. Comey even says this obliquely:

"To be clear, this is not to suggest that in similar circumstances, a person who engaged in this activity would face no consequences. To the contrary, those individuals are often subject to security or administrative sanctions. But that is not what we are deciding now."

If I had done this stuff, I would be out on my ass so fast it'd make my head spin. but oh well, I'm little people (and of course, this happens everywhere, in every organization.) I find it kind of soft pedaling the situation when he describes them as "security sanctions" yeah, $10k or ten years in prison is something more than a slap on a wrist. Plus, being around security, I pretty much believe that her IT was being attacked every single day, at least port scanning. I guarantee it but Comey waves it off

"But, given the nature of the system and of the actors potentially involved, we assess that we would be unlikely to see such direct evidence" Well, duh, that's why just screwing up in punishable, you don't have to show malicious intent.

But at least Comey states his points, he's not dealing with administrative action, which is what would be applied to me, that's not his job and he doesn't speculate on stuff which he has no direct evidence, so despite the idea that the data was most likely compromised, he can't say that. I understand that (but he is doing a little dancing here)
