...a CoC/ROTC program, but open to all students.

Remember WVU has had a rifle team for a very long time, and they have been pretty dang good for a long time. This was their 4th consecutive NCAA NC in rifle. It will take a huge effort to get close to WVU's level...they are clearly sitting at the top of the heap.
