To me it looks like it's not a priority for Texas.

Texas has a new President, or relatively new. He fired the Texas Athletics Director, Patterson, and brought in an old timer to clean up what they saw as a mess. The new guy, Perrin, has been working on cleaning up the mess with their major donors. They have not really been engaged with the Big XII subcommittee on expansion (Boren, Gee, and Starr). They don't comment much in the media about all of this while Boren and Gee do.

It just looks like it isn't a priority for Texas to even work on this. I could be wrong, but that's the appearance that they are showing.
