I disagree.....
what makes consistently great programs great is their depth. There have been numerous VT teams that the starting 22 were good enough to compete with any team in the country. VT fell short and continues to struggle with the two and three deep personnel. The top programs will continue to stockpile talent, without doubt, but a reduction of just 5 scholarships per team would free up a hundred talented athletes who would be looking for a scholarship home and in turn would push some of the lower 2-3 star kids into smaller programs.
The changes would not be huge, but would be seen. The last time scholarships were reduced the results were positive.
