Which Russia has repeatedly said they won’t use unless they are attacked

By NATO. Russia ceases to exist if they use nukes, they’ve been very careful not to engage NATO directly. The threat of a preemptive nuke attack by Russia is way overblown according to folks who study this stuff closely and Russia’s own comments clarifying under what circumstances they’d use Nukes. Short of an all out NATO on Russia, it ain’t happening.
