This is self identified commitments. The information comes from the player, as the school can not comment on any player until after the LOA is signed in his 12th grade year. This is the same way that football and basketball recruits are made pubic. The players self identify. Of course, a self identified commitment is not binding on the player or the school (just like football or basketball.)

I noticed that the current top 2 starting pitchers (Green and Hackenburg) are listed as over the #500th ranked players. There are some pitchers in the future few years that are ranked in the 300's and 400's. Maybe we can say that recruiting is looking up. Of course, development will play big into this.
