This part made me think that:


scores a run (or runs) which equals or exceeds the opponent’s score

I guess it means if the home team scores a run (or runs) and what the home team scores equals or exceeds what the away team scored in the same (most recent) inning. I thought it was talking about the score of the entire game and basically meant unless the home team was behind and tied it or went ahead, the game would revert back to the last complete inning. Obviously, my interpretation was wrong because Tech has it as 13-9 on the official site. Logically, that is how it should be, so I am glad it is that way.
