Yes. And the "Red October" sub (fictionally) got named for this place ....
... sort of.
The actual factory was the Volgograd Tractor Plant. Interestingly enough, it was built by the Americans in the early 1920s. Modules of the factory were built in New York, and once in the USSR it was assembled by American engineers.
Accompanying the tractor factory was the "Krasny Oktyabr" steel plant, built to furnish the raw materials for the tractors. Both facilities were ideally suited to production of tanks as well as tractors, and started cranking out huge numbers of T-34s.
Amazing that the Germans failed to destroy this industry. It played a direct role in defeating the Third Reich, and the factory actually received -- a medal (the Order of Lenin)!
