Was to put every other gas station out of business. It wasn't out of the ordinary for me to drive by mom and pop and they would be $2 and Sheetz would be $1.35. Kroger gas stations started popping up not to long afterwards and they wouldn't be as cheap as Sheetz but within 10 to 15 cents. I remember reading somewhere they changed how the pricing structure was set in VA and basically it was called the Sheetz rule or something to that effect.
