As I try to learn more softball rules,I have another question for the gurus

It is a bit nit picky. Just before the pitcher gets ready to deliver her pitch, she brings her right arm (if it is a right handed pitcher) to the side in a "cocked" position. It seems that all the pitchers do this, so is this required or is it simply a technique that some how aids the pitcher? I guess there are no balks in softball?
