Looking at the wrap- they likely built the stack one level at a time- and


Those haven’t been filled yet (they’re still empty and are not yet labeled).

Those weren’t forklift-stacked, otherwise you’d have markings on the wrap where the forks go through the pallets (on both sides).

That’s obviously a lot of empty bottles, but those are this pieces of cardboard sheet between each level- you can see these on every pallet at HD or at Costco. Two people may have been able to pick up one wrapped block and set it on top of the other temporarily to save space.
