I think you are correct. She essentially "hops" on almost every pitch,
however looking at the rules it isn't a crow hop unless she replants her pivot foot (right foot in her case) and uses it to push off of again. Essentially this would be "reestablishing" herself closer to the plate to deliver the pitch. This from my understanding is the main spirit of that rule. However, she doesn't ever replant the leg and always drags it.
That leads me to be that if she is throwing an illegal pitch that as you state it would have to be a "leap". I think this makes the most sense to me, as if it was illegal to hop on every single pitch she would get called for it on almost every pitch. As she does leap on almost every pitch. I think the key with the leap is to make sure that her rear/pivot/right foot isn't off of the ground at the same time as her lead leg/left. When those are simultaneously off of the ground at the same time it is an illegal pitch. While I don't know for sure, I think that this is why the illegal pitch calls are intermittent.
Those more knowledgeable on the sport please let me know your thoughts and how I am probably wrong.
