Yes, VA price controls result in harder to find items. People from other states raid VA to buy in bulk because it's cost effective to do so.

But mostly it's FOMO. There's a ton of good bourbon on the shelves all of the time, but some folks have decided that bourbon is a collectible or a status symbol so you get 40 year old men lining up like it's the Hello Kitty collectibles truck and they're teenaged girls. It's absurd.
