Well, intentional destruction of government property is criminal. In some


places, suicide is criminal, but there's really no one to punish if the person is successful in their crime.

And someone below suggested sabotage. If it was sabotage, then why the quote about 'intentional destruction of both aircraft'. Sabotage wouldn't force the pilot to intentionally hit the one on the ground.
