Anyone filed Virginia Taxes yet? (inside)

I owe a little bit for Virginia state taxes.

I'm too cheap to pay $20 for e-file so I want to send it my tax form via paper but pay my taxes online? Can I do this? if so, how?

Over the weekend, I finalized my state taxes but didn't put it in the mail. I went online to pay my taxes and my payment was pending, but next day my pending payment was deleted?
Do I have to mail in my taxes (without payment), wait for balance due online and THEN pay it online?
