Correct


The guy on-deck has to signal the runner that the ball is coming to the plate. Hurley never moved and never made any signal at all. That usually tells the baserunner that the ball is not being thrown home.

In reality, he's supposed to signal either way but it almost looked like Hurley wasn't watching the play at all.
