The bracket matrix is incestuous - not a poll of independent voters

Bob's Basketball Website has Team XYZ ranked as a 4, 5, or 6 seed because Bob sees that Joe Lunardi has Team XYZ ranked as a 4, 5, or 6.

That doesn't mean that Bob thinks that Team XYZ actually SHOULD be ranked that way - it's his guess of what the committee is going to do. And the reason that it's his guess of what the committee is going to do is because he watches TV and Joe Lunardi's rankings are plastered on TV over and over.

So the end result is that you have 200 brackets of people largely agreeing with each other, not 200 voters independently voting on who they think the best team is.
