The seedings are not really tied to rankings


For example, you are better off as a 10 seed than 8 or 9 - this means your 2nd round matchup is you against a 2 instead of a 1. A 10 is essentially the same as 7 so it feels right to me. I think the tournament committee considers where teams might end up in rounds 2 or 3 and looks for even matchups at 10vs7 and 11vs6.
