Yes it is. Standing still or leaning into a pitch gets no call from me.

I always loved the dead ball appeal play. Softball, yes, baseball, no. No one ever spent 3 minutes teaching a young pitcher how to put the ball back in play and appeal. And I just stood there. No call. And the book states no second appeal allowed.
