Historically, that hop has rarely been called
Every year, the NCAA changes a few rules and picks a few things from the existing rules to emphasize. Emma's hop is certainly illegal, but in past years would never be called unless from a complete rookie umpire. She isn't the only pitcher being called this year. It seems to be a 2022 point of emphasis. Since she isn't re-planting, there's really no advantage to what she's doing (and the exact reason that most umpires have refused to call it in the past, even when argued for by an opposing coach). This year seems to be different and she'll have to continue to work on it. I've already seen remarkable improvement from the first games in Florida.
They say it takes 10,000 reps to re-wire muscle memory. She can't do that during the season. We'll have to live with some of those calls this year. Unfortunately for Emma, it is likely that they'll continue to call the hop for the next 2 or 3 years - most, if not all, of her college career. Just bad timing for her.
For those who have said that Doug should have seen and corrected this, I would go back to the top... historically, that hop has been a no-call. You have a lot of things to work on with new pitchers at the college level. Even those as good as Emma. You certainly don't bother changing the things that history says aren't a problem. They'll fix it, but it won't happen overnight.
