At least this is what I heard an ex American general opine when this question came up.
I also think Ukraine doesn't want to give Putin reasons to justify any indescrimate civilian bombings. Right now there is a lot of opposition in the Russian public, but a bunch of deaths might end up with a "need for revenge". Ukraine is easily winning the PR war. And that is there best defense.
