VT and many large D1 teams chose to concentrate full scholarships on a smaller number of stars who can be Top 3 in the conference, rather than spread out the money via partial scholarships to more athletes with lesser talents. VT therefore ends up with a mix of stars and walk-ons, with fewer in the middle. The result is that they are very competitive in some events and non-competitive in others.
