I am the chair of a rather HOA-like county board. Truth be told....


.... it probably doesn't matter if you're completely naked -- because video will probably be disabled for all visitors.

Our organization is a Maryland historic district commission -- each county is required to have one. We approve/deny physical things involving documented historic properties; especially things like demolition, or even design factors on new construction within certain historic overlay areas (Civil War battlefield zones, etc).

Property owners often appear at our public meetings to testify on their projects. In bricks and mortar world they're coming to the county building so they dress well. In Zoom world, the commissioners and property owners alike are doing this from our kitchens at home. Therefore in such a meeting ONLY the clerk of the board (who runs the document share) has her stuff on screen. Commissioners and members of the public are ALL non-video because that's the only sane way to do it.

So the dress etiquette is anything goes! But please do mute yourself if you're doing this from a sex party.
