Feels like a good ol shakedown to me
Russia doesn't want to invade, but they want something. Whether that be a puppet govt, some land, or something we all are not aware of.
Take it to the brink by telegraphing every move, keep drawing it out and demanding more. Then step back and look like the peacemaker by being willing to accept something that two months ago would never have been tenable, but now seems like altruism.
Doesn't hurt that a diplomatic settlement, no matter how one sided, is good for a whole bunch of world leaders who are struggling domestically and desperately need a diplomatic win right now. Also doesn't hurt that it creates a different news cycle with a boogeyman to point at.
Never forget, Russia is all about it's oligarchs. Their Oligarchs profit from chaos because Russia's primary exports are weapons and natural resources. Chaos drives up the value of both.
