15 teams, right? I assume they all get at least one game...

which may be a faulty assumption of the top. Anyway, if all 15 get a game, and 4 get a double bye, then 11 teams play in the first two rounds. I would think 5-9 would watch 10-15 eliminate 6 in the first round.
